This three-day program aims to help the local government find innovation in improving fiscal policies for more revenue generation. This is based on, but not limited to, the six-book parts of the Local Treasury Operations Manual. This training will also include updates on the latest Supreme Court rulings, memorandum orders and circulars from the Department of Finance and the Bureau of Local Government Finance (BLGF). It will also include sharing of best practices among the participants for the benefit of one’s LGU.

It may also serve as a refresher for those who will take the Basic Competency on Local Treasury Examination (BCLTE) and Intermediate Competency on Local Treasury Examination (ICLTE). For seasoned local treasurers, it is an opportunity for them to revisit the manual and refresh their memory on the fiscal guidelines and principles.

Course Director & Lecturer: Victor B. Endriga, Ph.D. - was the Treasurer of Quezon City having served from 2001 to 2010. He also became its Administrator and the President of the Philippine Association of Local Treasurers and Assessors (PHALTRA). He has earned the moniker of being the “miracle man” of the Quezon City government for his outstanding achievement and revolutionary ideas in transforming it from a bankrupt city to being the richest city in the Philippines.

He has a degree in Fiscal Decentralization of Regional & Local Governments from Harvard University, John F. Kennedy School of Government. He is the author of the book, Retracing the Roadmap to Financial Stability: The Making of the Richest City in the Philippines.

This will also include a roster of lecturers who are experts in this topic.
